Emergency Management Resilient Communities Fund

Purpose of the fund:

The Resilient Communities Fund (RCF) focuses on enhancing resilience through risk reduction and management, building capability and capacity to manage emergencies, and fostering a culture of connectedness within the community. Projects must be outcome-focused and achievable within one year.

Key Objectives:

  • Risk Reduction and Management: Support initiatives that contribute to reducing and managing hazard risks.
  • Emergency Preparedness: Enhance community capacity to manage emergencies when they occur.
  • Community Engagement: Build a culture of resilience that encourages community participation and contribution.

Eligibility criteria

You must:

  • Applicants must be based in Lower Hutt and use local businesses and services where possible.
  • Projects must align with the National Disaster Resilience Strategy, support disaster response/recovery, increase community resilience, and be outcome focused.
  • Projects should make a difference in high-risk areas, vulnerable communities, and achieve equitable outcomes for our communities.
  • Projects must be collaborative, community driven, and build strong community connection and awareness.
  • Projects will be new initiatives and have measures in place to deliver them effectively.  Feedback on project milestones and completion will be used to promote success stories across the community.

Available funding

Hutt City Council made budgetary provisions for $30,000 per annum

Funding Rounds

  • There will be one funding round per annum to take place in the first quarter

  • Projects that are aligned to the National Disaster Resilience Strategy and/or
  • Projects that will achieve equitable outcomes for Māori communities, marae, hapū, iwi and Māori organisations, and
  • Projects that are outcome focussed.  They will make a material difference, and
  • Projects that are achieveable within one year.
  • Projects can leverage funding and in-kind contributions from other sources

Examples include, but are not limited to:

  • Education (public awareness campaigns, community drills, workshops, youth programs)
  • Infrastructure and capital expenditure (water tanks, fire extinguishers, reinforcing buildings, building evacuation pathways/stairs, warning systems)
  • Environment (waterway clearance/cleanliness, animal emergency shelters)
  • Equipment (mobile kitchens, food stockpiles, emergency bedding)
  • Any other initiative related to disaster readiness, reduction, response and/or recovery

  • Assets on Council land which require ongoing operational funding
  • Projects-assets which require significant support from Council teams to implement
  • Promotion of an organisation’s religious, ethical, commercial, or political views
  • Buying land or buildings or carrying out maintenance on buildings
  • Duplicate services that are already covered by Council or by government agencies e.g. health or education providers
  • Kaupapa that has already begun or finished
  • Redistribution of funds to others at the applicant’s discretion
  • Fundraising, legal costs or participation in statutory processes
  • Capital investments or trust funds
  • Prize money or prizes
  • Community Hubs / EACs
  • Advisors / consultant costs
  • Debt repayment
  • Emergency response and recovery costs
  • Ongoing operational maintenance and depreciation costs
  • Projects and outcomes that are used in commercial products or services
