Open Submissions

Opportunities to provide feedback on proposals at a formal decision-making or legislative stage.
Submissions are usually part of a statutory process and contribute directly to decisions made by Council, central government, or other authorities.

These can include submissions on local plans, Government bills, or regional and national programmes such as climate change initiatives or water services. Submissions are typically written and follow a set process, allowing decision-makers to consider community views before final decisions are made.

Traffic engineering proposals

Proposals to improve safety and movement on local streets can include changes such as new pedestrian crossings, speed humps, parking adjustments, or other traffic calming measures.

Proposals are usually developed in response to community feedback, safety concerns or technical assessments. Because they focus on improving safety, the scope for change is often limited. We consult the public to share what is being proposed, explain the reasons for the change, and understand any local impacts or considerations before decisions are finalised. People who are directly affected by a proposal are contacted directly as part of this process.

Te Whiringa – Our Engagement Framework

Council adopted Te Whiringa – Our Engagement Framework in December 2025.

Te Whiringa sets out how Hutt City Council will improve the way we engage with our community and was developed alongside the community. The framework includes engagement principles shaped by community and endorsed by mana whenua. These principles guide how we work and act as our commitments to meaningful engagement. Te Whiringa also includes an action plan that brings the framework to life, setting clear focus areas for improvement. We are actively working on these improvements and will report progress to Council quarterly, as well as share updates with the community as we go.
